Description of Problem: If you only have launchers
and/or menus in a panel you don't get the options
'Add to panel' or 'Properties'. This is because
you can only click inside an icon in the panel.


Steps to reproduce the problem:
1. Create a new panel
2. Disable 'show hide buttons'
3. Add a launcher or a main menu

Actual Results: If you right-click the new panel
you can 'only' click on the launcher/menu thus
does not get the option to add anything new to the
panel nor change properties...


Expected Results: Still being able to add
applets/launchers and change settings...


How often does this happen? 
All the time.

Additional Information:
I'm running Linux Mandrake 9.1 (gnome desktop of
course :) )
