Gimp's layers, channels & paths dialog is always on top - it's not possible
to raise any other gimp windows above this dialog.

For example:
* Start GIMP
* Open a new image
* Now try to make the new image the topmost window - the "layers, channels
& paths" window is always on top. 

Check out the attached screenshots to see what I mean.

I can not reproduce this using current CVS HEAD. It might Window
Manager related - which one are you using?

I've tested it with sawfish-1.3.

I'm using metacity as part of Sun's Suse linux version of gnome

I can confirm this behavior with metacity-2.4.34. Not sure if it it's
a gimp bug or a metacity bug...

I think that it is a feature of metacity, not a bug.  Or maybe a
misunderstanding between various GTK+ developers about how the utility
windows are supposed to behave.

Hopefully, all of this will not matter anymore once the GIMP uses the
One True Way: the MDI model.  ;-)  <asbestos suit on>
