The lack of a window layer selector in MetaCity is a big step back from the
IceWM configuration I was using under Gnome 1.4.  Most applications don't
expose a layer-chooing functionality (always on top, etc).  Coupled with
the broken new window placement algorithm in Metacity, this means important
information is covered up when I open new windows.  It also means that
having things like the Gimp toolbar always on top is impossible.
