Currently pressing Delete (or backspace) key deletes the consonant and all
preceding VIRAMA characters.  This behaviour is incorrect in Tamil where
the line break may often happen after a virama.  In case of Tamil Delete
key should only delete the consonant+vowel modifier, except in case of a
ligature where it will delete the whole ligature+any vowel modifier
following the ligature.
