If all panels on the desktop have no vacant space remaining, it is
difficult to configure them.  Perhaps a small tab simply to serve as vacant
space.  This could be optional for those who wish panels to occupy no more
space than absolutely necessary.

The case I ran into was a corner panel that had been moved to the center of
an edge.  The panel had a few icons on it that covered it's entire
clickable area.
