Description of Problem:
After removing hide buttons from corner/floating
type of panel it becomes impossible to access the
panel menu.

Steps to reproduce the problem:
1. Create new corner/floating/sliding panel
2. Add launcher icon to it
3. Remove hide buttons via panel menu->properties

Actual Results:
Hide buttons are gone, and there is only about 1px
gap between the icons and panel edge which makes
it quite impossible to open the panel menu.

Expected Results:
Some more gap between panel contents and the panel
edge, or alternatively more gap between the panel
items.

How often does this happen?

This will be fixed in GNOME 2.4.
