Currently Ephy uses Mozilla's Certificate viewer for reviewing a secure
website's SSL certificate. This should be implemented in Ephy whenever
Mozilla's embedding allows it.

Marco, chpe, we now seem to have this but it is only accessable when 
there is an a problem with the cert (like unknown CA or domain mismatch 
or whatever). 

Can we hook this up so that you can view the cert for any site that has
one? The conventional way to do this is via double-clicking the lock 
icon, but this has obvious a11y problems.
