I am actually running galeon 1.3.5, but that option is missing from the
version list.


Under galeon 1.2.x, I could move the toolbars around, and they would stay
there.  For instance, I like to have the smartbookmarks toolbar at the
bottom of the screen.  In galeon 1.3.x, the toolbars do not save their
positions.

steps to reproduce:
1)  open a galeon browser window
2)  move a toolbar to any location other than the top
3)  open a new window OR close galeon and restart it

expected result:
the toolbars are in the new positions

actual result:
the toolbars return to their default positions at the top of the screen.
