Open in tabs by deafult shouldn't affect the behaviour of the laucher icon.

Having enabled open in new tabs, I don't think that using the 'epiphany launcher' in the panel or menus should be connected to this option. Currently if you enable "open in new tab by default", move to another workspace, and then click on the epiphany icon, it moves the epiphany window from the other workspace to the current workspace. There's a number of issues with this behaviour. It makes opening a second window on another workspace very awkward. Effectively, I have to open a new window, drag it to the new workspace and then move to the new workspace. This is unintuitive. If I move to another workspace, I expect a new instance, not move a window from another workspace. The analogy of the workspace is important in this. I do one thing in one workspace, and other things in others. In this same way, I want a browser window (or two or three) for each individual task, and don't expect a browser from another task to invade the new tasks space and create confusion over what work is being done where. Also, having created two browser windows, which window is 'called' when I move to a new workspace and click the icon? This is unclear. I would have assumed the last focused window, but this isn't the case. Try this. 1. open two epiphany windows in two seperate workspaces. 2. open another window in one of these workspaces and focus it. 3. move to the other workspace and focus the epiphany window. 4. move to the workspace with the other application and focus it (be careful not to focus the epiphany window by accident). 5. move to a empy workspace and click the epiphany icon. The window that moves is from the last workspace and not the last instance of epiphany that's focused. Clicking on a launcher should launch a new instance, and not move another instance.
