When you set your panel background to a color or an image, gweather still
displays on a narrow rectangular strip with a background the color of your
GTK+ theme rathr than what the panel preferences specify.

Cf. the behavior of the panel icons for (e.g.) Galeon, Balsa, Pan, The
GIMP, Dia, etc.
