Sometimes the tab close button on inactive tabs still has an highlighted
border drawn.

Steps to reproduce:

1.) Open New Tab
2.) Open New Tab

Actual result:
The close button on the tab opened in step 1) now has the border.

Expected result:
All close buttons on inactive tabs have no border.
