When using the new panel and the top panel doesn't occupy the complete top
portion of the screen (see
http://www.xs4all.nl/~jeroen/screenshots/Screenshot-gnome23.png), metacity
doesn't allow windows to be moved _besides_ the top left panel. It
seemingly still thinks the panel occupies the complete width of the top of
the screen.

This is with metacity cvs HEAD from yesterday.
