Padraig, if this patch has the suggested effect then apply it please.

My only concern is whether some of the .sgml files were actually in
CVS with hand-edits; as long as this isn't true then we're fine I think.

The sgml files which are in CVS are in the tmpl directory. They are
used in generating the files in the xml directory. 

Currently no documentation is genertaed for the idl directory. Is this
the  intended behaviour?

We'd like the IDL docs to be generated but at the moment gtk-doc can't
parse IDL.  I think that requires a new perl program.  I will check to
see if there's already a gtk-doc RFE about this...
