Any pointers to explanation of how to make this change?

(Also, do we have a good docs makefile setup yet? Does it support 
automake 1.7? ;-))

The minimal change to move to xml is just to 

1) add --output-format=xml to MKDB_OPTIONS 
2) convert your driver document to Docbook XML
3) make sure any Docbook markup you have in inline docs or templates
is valid XML
