Description of Problem:

Steps to reproduce the problem:
1. Logon GNOME under RedHat8 in Chinese Simplified language 
2. Create a floating panel from the main panel (the one with a red hat
on it) by selecting the popup menu of the main panel. 
3. Right-click the floating panel and select "property" menu

Actual Results:
The property dialog box appears but suddenly corrupted.

Expected Results:
A property dialog box shows without problem.

How often does this happen?
Almost every time.

GNOME under redhat 8, x86.
