Based upon memory, according to the hig alert windows shouldn't have titles
or any window buttons. However for a11y reasons a title is necessary to
expose to users of accessible technologies (or so i hear). Anyway a
NET_WM_ALERT hint that allowed for hig friendly alerts would be nice.

The ICCCM already supports a mechanism for specifying this called the
Urgency hint.  See the referenced bug for discussion on the use of
this hint.

I don't think the urgency hint is correct here. WE don't want to flash
these in the window list or anything. 

We want alert windows to not have titles or window border buttons,
although apps should set a title for screen readers etc.
