The menubar in epiphany does not honor the 'text beside icons' preference.

To reproduce this, go to preferences->menus & toolbars.  Change the drop
down list for the menus to say 'text beside icons' and hit ok.  The
expected result is that the Epiphany menubar will change so that text is
displayed next to the icons (instead of beneath it), but nothing happens.
