This is true for the latest Nautilus (2.2.3).  It was also true at least
several versions back.

0) Log in to GNOME using gdm.
1) Open a folder FOO in Nautilus.
2) Open a second folder, BAR, in Nautilus.
3) Select any file in FOO, and use Copy command.  (Choose Edit Copy, hit
Ctrl+C, or use mouse right-click menu; doesn't matter.)
4) Switch to the Nautilus window showing BAR.

Result: Paste command not available (greyed out) in both Edit menu and
mouse right-click menu.  Ctrl+V shortcut does not function.

Expect: Paste command to be available.

5) Now hit the Refresh command in the Nautilus window showing BAR.

Result: Paste command is now available.

When I posted this bug, I searched the database and didn't see
anything, but I just now found an older bug (84828) that seems to be
the same bug.
