Cannot paste files without folder refresh

This is true for the latest Nautilus (2.2.3). It was also true at least several versions back. 0) Log in to GNOME using gdm. 1) Open a folder FOO in Nautilus. 2) Open a second folder, BAR, in Nautilus. 3) Select any file in FOO, and use Copy command. (Choose Edit Copy, hit Ctrl+C, or use mouse right-click menu; doesn't matter.) 4) Switch to the Nautilus window showing BAR. Result: Paste command not available (greyed out) in both Edit menu and mouse right-click menu. Ctrl+V shortcut does not function. Expect: Paste command to be available. 5) Now hit the Refresh command in the Nautilus window showing BAR. Result: Paste command is now available.
When I posted this bug, I searched the database and didn't see anything, but I just now found an older bug (84828) that seems to be the same bug. *** This bug has been marked as a duplicate of 84828 ***
