As I understand it, unless a smart bookmark has been dragged to a toolbar,
the only way to use it is to type into the location bar. However, when
pasting to the toolbar, the menu is not opened. This is particularly
annoying for bugzilla smart bookmarks, for example: instead of pasting the
bug number, I have to type it.

Using Epiphany 1.4.8 here and the bug has annoyed a couple of months, so I
believe the regression happenend a while ago.

This is a bug in the toolkit.
