After setting the panel color, and then rebooting the computer, the panel
color that was set disappears, and the panel color is black - not the color
originally chosen.

STEPS TO REPRODUCE:
1.  Right click on Panel.
2. Click on Properties
3. Click on Background tab.
4. Set 'Type' to Color
5. Click on 'Color' menu, and then choose a color for panel.
6. Click 'Close'.  Panel now has color chosen.
7. Log out and reboot computer.
8. Panel color is now black, and the process above must be repeated to have
the chosen color for the panel.

ACTUAL RESULTS:
Color of panel becomes black after rebooting.

EXPECTED RESULTS:
Panel color should remain as the color chosen, even after rebooting.

I am having the same problem, though I thought it was related to a
semi-transparent panel.

After logging out then back in my colour preference is lost. I've
noticed that the colour is set correctly in gconf-editor...
