If the user has the panel menu enabled (the one with 'Applications' and  
'Actions' by default) then the menu should swallow the menus of the  
applications (and only show the menu of the current application, or the  
default Applications & Actions menus if no application is currently running).  
  
KDE has a Mac-style menu which does this, so it should be possible for  
GNOME2 to swallow GTK2 menus as well - if Qt can do it, I can't see any  
reason why it would be impossible in GTK2.

I find this feature of MacOS to be rather obnoxious, and it's very different
from the current Gnome and Windows behaviors...I would say it's worth making
this optional.  I'm not sure there's a clear winner for usability.
