Gtk defines the string for horizontal toolbar style as both-horiz, whereas
bononboui and the capplet use both_horiz. This causes gtk and egg toolbars
to never pick up the horiz style. Either gtk or bonoboui and the capplet
need to be fixed.

The GTK+ string is completely determined by the standard
enumeration naming conventions; it's basically impossible to 
change.
