preference for default zoom level when opening large images

Gimp always opens large images scaled to fit in window. This may be exceedingly slow for large images. It would be nice if there was a preference for how to scale newly opened images (call it "open new images at... ") with choices of "1:1 zoom", "fit to window", or "same as last" (a preference that gqview has). This could be under Interface : General, or Interface : Open.
