When mailcheck (the Inbox Monitor) fails to make a connection (such as when
the machine is deliberately is disconnected from the net), it removes the
specification for checking.  This means that every time the user returns to
the net, he must manually re-enable mail checking.

A reasonable user expects such utilities to handle their own business, and
there is no rational reason why this utility should defeat user settings
when it discovers it fails to get a response to a request. It is not an
error to be offline.  No harm is done by the utility checking for mail and
discovering the user is offline.
