When the Notification Area Applet is focused, <ctrl>-F10 fails to bring up
the panel menu.  The applet also fails to show its tooltip on F1.  Further,
it doesn't appear to be possible to navigate the individual icons in the area.

Which applet is being referred to here? Is it the Workspace Switcher
applet?

I'm referring to the "Notification Area Applet" (I think that that's
the english word for it.  "Panelnotifieringsyta" in swedish).  The
problem might be related to Red Hat Phoebe or acme.  I'm now
experiencing a completely different keynav problem with this applet:
the applet refuses to release focus once it has it.  The only way I
can focus another applet is by using the mouse.

Ctrl+F10 fails to popup the panel menu. I find the same problem with
stickynotes applet.

As regards tooltips I believe that it is Ctrl+F1 whuch should bring up
the tooltip. I cannot get a tooltip to show when hovering the mouse
over the applet.

How can I add icons to the notification area? I am building from HEAD
on Solaris.

Got to know from Mark that applications add icons to the notification
area applet. For eg, once the cd-player app is started, the cd-player
icon gets added to the notification area applet.

I've also observed that when there're no icons in the notification
area applet, no tooltip is displayed when the mouse is moved over the
applet. But once the icons are added to the applet, the tooltip is
shown only with the mouse. In this case, when I moved the mouse over
the applet the cd player tooltip was displayed. But the same was not
displayed with the keyboard (Ctrl+F1).

control-F10 now seems to be working (posts panel context menu) as does
Shift-F10 (posts applet context menu), but Control-F1 for tooltip does
not.  F10 seems to post the panel applications/actions menus as it
should.  

However - navigation between notification area items is not yet possible.

Reducing priority based on fact that only the tooltip and intra-applet
keynav seems broken now.  However it's not possible to post the
notification-widget-specific context menus from the keyboard, as a
result (it's only possible to post the notification-area-applet's own
context menu).

Probably no coincidence that Ctrl+F1 is only broken for those panel
objects that you no longer seem to be able to move with the middle
mouse button...?

I'll add that observation to #113982 and close this one as a dup of
#112474.
