When attempting to set a Rule that uses "Watch", I can click on the
checkbox to select "Watch", press Apply and then OK or just OK. However
upon returning to the Rule to check the configuration, the "Watch" checkbox
is not selected.

This results in the "Watch" action not functioning when a rule is applied.
