On systems using icon themes, we really need to 
make stock icons use icon themes, rather than having
a hacked up gtkrc-based system for setting them.

This should also allow us to fix the problem where
images are specified for logical sizes rather than
physical sizes and probably also is needed for SVG
stock icons to work correctly when the size is 
changed.
