Download a GNOME icon theme from somewhere (the one I used was a bzipped
tarball).  Go to the theme manager, select details, then select the Icons
tab, and click on the add theme button.  Select the ICON theme.  The theme
won't appear.  The manager unpacks it into ~/.themes when it should be
unpacking it into ~/.icons.  Doing it manually worked, but it would be nice
to be able to do it from the GUI.
