I moved the icon panel from the bottom to the right side of the screen and
and restarted the computer. 
I logged on the machine as a not root user

 The icon panel (with all icons)  is displayed on the right side and then
the error dialog box is display with the following text:
Application "gnome-panel" (process xxx) has crashed due to a fatal error

Clicking on the panel doesn't do anyithing
