warning messages are sent to stdout instead of stderr

Hi, intltool-* scripts should send error messages to stderr, as with print "Warning: no encoding found in $in_po_file. Assuming ISO-8859-1\n"; in intltool-merge. Here is a patch, it also addresses some --quiet/--verbose buglets. Denis
