Description:
Description of Problem:
If no catalog is selected, and if one image is selected in the thumbnail
view the Tools>"Create Indexed Image" menu is enabled.

Steps to reproduce the problem:
1. In catalog  view make sure that there is no selection active
2. In folder view select a thumbnail
2. switch to catalog  view
3. One can call Tools > "Create Indexed Image" menu that is NOT
disabled. The "Create Indexed Image" dialog does not appear.
4. Switching back to folder view the selection is lost and the Tools >
"Create Indexed Image" is disabled.

Actual Results:
Tools > "Create Indexed Image" entry is enabled but does nothing.
Selection in the folder view is lost (I will file a separate bug for
this that happens just switching from folder view to catalog view and
back).

Expected Results:
when switching to catalog view Tools > "Create Indexed Image" should be
disabled if there is no selection in the catalog view. The selected
image in the folder view should be restored when switching back to
folder view (I will file a separate bug for this that happens just
switching from folder view to catalog view and back).

How often does this happen?
Consistently.
