Is it possible to move all the stuff regarding the Control Center in the "Action" system menu, under a specific "Configuration > My environment" item?
Also, every distribution could add another "Configuration > System" item pointing to their system configuration tool (i.e.: Mandrake's Control Center)...

Usability-maint: I have a feeling that the location of the control
center has been debated extensively on mailing lists. How valid is
this bug?

There's definitely a plan to move the Preferences stuff somewhere
else, so it's valid in that respect... however it'll probably go onto
some new Desktop menu (or similar) rather than the Actions menu.
