Using gnome-terminal from ximian snapshots:

gnome-terminal-2.1.2.0.200212040722-0.snap.ximian.1

Open gnome-terminal.
Go to menu File->New Tab->Default

For me this produces a new tab that doesn't have a terminal window in it. 
Just a blank gray box.

I'll attach a picture in a minute.

Opening yet another terminal tab will open correctly and it will "fix" the
previous tab that was opened.
