If you set a setting from an RC file, it "sticks" and isn't
reset when you reload the RC files... gtksettings.c needs
an equivalent of _gtk_binding_reset_parsed().

And probably variant of gtk_settings_set_property_value that 
indicates that the setting comes from an RC property 
so that it should be reset with reset_parsed().
