In the 'Backgrounds & Embelms' dialog, the window where the
patterns/colors/emblems are placed is not keynavigable.

Muktha: are you testing with the patches from sun-patches or no? There
is a patch there to address this problem.

Marking AP2 to reflect accessibility team's assessment of impact. 
(Non-essential functionality, but there's still no way for a non-mouse
user to change background patterns and colours, right?)
