Reproduce Steps:

take one case for example
1. build enc as above lists
2. gst-launch-1.0 -q filesrc location=/media/ffmpeg_hevc/CAINIT_H_SHARP_3.bit '!' h265parse '!' msdkh265dec '!' videoconvert '!' video/x-raw,format=I420 '!' checksumsink2 frame-checksum=FALSE file-checksum=TRUE plane-checksum=FALSE
3. decoding fails and error message occurs.

error info
ERROR: from element /GstPipeline:pipeline0/GstH265Parse:h265parse0: Internal data stream error.

Already fixed by https://bugzilla.gnome.org/show_bug.cgi?id=789752

Please try with the git master or https://cgit.freedesktop.org/gstreamer/gst-plugins-bad/log/?h=1.14 (if you are using 1.14.x for testing)
