This is a regression from Gnome 3.22 to 3.24.

Steps to reproduce:
1. boot to your GDM login screen
2. use the accessibility menu to increase font size ("Large Text")

What happens:
Nothing. Font size does not increase.

What should happen:
Increase font size as worked fine on Gnome 3.22. It also works fine in a gnome-shell user session.

Does work on: gnome-shell 3.22.3 with gdm 3.22.3 (fully updated Fedora 25)
Does not work on: gnome-shell 3.24.1 with gdm 3.24.1 (Fedora 26 Alpha)
