Extend layer browsing features to quickly enable-and-switch to nearby layers

I suggest to implement a keyboard/mouse action to navigate through immediate layers towards the current selected one. It would be useful when manipulating GIF animated files for example to switch-and-display to the immediate neighbor layers (up or down) in a single action. For example, using Shift-Up to enable (and disable all others) and select the layer above the current one. Shift-Down to do the same for the layer below. With the mouse in the layer frame, Shift-Mouse_Scroll could have the same action. Note: the layer groups need also to be considered.
Implementations may also have to take layer modes into account - and e.g. decide if and when to temporarily change the mode to Normal to make a layer visible at all, or to keep some additional layers visible.
