Disabling "is ready" notifications

I use Franz (a Chromimum based messaging app) and whenever I receive a 1-1 message request this results in a notification banner as expected. However, as soon I click the first notification containing the message, I also see "Franz is ready" notification which is unexpected. The first click on the notification with the message removes it, the second click on the 'is ready' one takes me to the window. Is there an API that developer needs to implement to not show this excessive notification? Is the window being non-focused/backgrounded causing this? I've gotten around some of this by using the "Steal my focus" extension. https://extensions.gnome.org/extension/234/steal-my-focus/
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
