On more than one occasion people asked which version of cairo to use
to build GTK3 on Windows. Configure mentions releases newer than
a specific date, but that is misleading, as stable releases
didn't get the new API even after that date.

1.14.x series does not contain the functionality needed by GTK+.
Advise to use 1.15.x (1.15.2 is available) or 1.16.x (yet to be released).
