On Fedora 23 with GNOME 3.18.1 on Wayland, when switching windows with Alt+Tab, it sends Alt event to currently focused window.

It's mostly visible in Firefox. Put second window on another monitor and try to switch between Firefox and this window - menu bar in Firefox briefly shows each time windows are switched. See attached video.
