${Z_DIR} should not use directly. It needs to check empty or not.

In MinGW32, checking for gzread in -lz is failed.
But libxml2 2.9.1 checking for gzread in -lz is successed.

libxml2 2.9.2

/usr/bin/i686-w64-mingw32-ld: cannot find -lz
collect2: error: ld returned 1 exit status

libxml2 2.9.1

configure:12691: $? = 0
configure:12700: result: yes

${Z_DIR} is empty unless specified in --with-zlib=$withval.

Same issue applies on LZMA support. Moreover, this bug triggers QA checks for cross-compilation environments (yocto), since it touches /lib directory if Z_DIR is empty.
Comment 2 GNOME Infrastructure Team 2021-07-05 13:22:33 UTC
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/libxml2/-/issues/

Thank you for your understanding and your help.
