As can be seen in the attachment 1 [details], there are 10 tabs open, but epiphany doesn't visually show that there are more tabs open than the size of window. The arrows on left and right adds to the confusion, "<" feels like back button on tab-bar.

in attachment2 [details], firefox shows "partial tabs both on left and right if we are in the middle of tabs" and shows "right partial tab" if we are on the 1st tab, and shows partial left tab if we are on the right most (last) tab. 

Firefox shows that there are other tabs by showing us 'half' tabs along with "<" and ">" buttons on the tabs bar. which is rather visually easy to know that there are many tabs open than the current window area supports.

epiphany aligns the tab perfectly, so we may not be able to know that there are more tabs than what are visibile in the tabs bar.

Please consider firefox like half tabs when there are more tabs. Thanks.

I think this bug isn't specific to epiphany.
You can to look on the mockup page for tabs: https://wiki.gnome.org/Design/OS/Tabs.
Infact, I think this gtk+'s bug, and you already reported one (bug 724769).
