Hi!
I'm from Mozilla's support forum located at http://www.support.mozilla.org. As you know, Bugzilla is made by Mozilla and we are currently on version 4.2.7+. I am going to start contributing to the GNOME project very soon doing bugs and writing documentation for GNOME after being a user of Ubuntu for the past 5 years (dualbooting of course)

Is there a time-frame, if any, to update GNOME's Bugzilla to a more recent version as this layout and version is kind of outdated and cartoon-ish looking.

There's another bug report asking for a bugzilla update (bug 722155), an instance running 4.4 on bugzilla-new.gnome.org, and a serie of bug reports that need to be fixed first (search for [4.4]). But I believe this is still all volunteer effort, and that there's no timeframe.
