with the help of Daniel, I managed to face this bug on fedora alpha 19


Steps :

1. Boot Fedora
2. Insert a USB stick
3. Close the popup window
4. Move mouse in the lower part of the screen to see notifications bar
5. Left click one on the PENDRIVE icon (notifications opens)
6. Right click on PENDRIVE icon FAST the popup should reappear.
7. Right click on the notifications bar, the "clear messages" and "notification settings" pop-up should appear.
8. Left click on the homescreen in order for notifications bar to disappear.
9. Move mouse in the lower part for the notification bar to reappear
10. Click on pendrive, notice no more pop-up of any kind, not possible to open anymore.

Expected outcome

Functionality does not crash

Actual outcome

Cannot open USB drive from notifications bar anymore

I am unsure if gnome-shell is the right place , could be gvfs or else

No, this does sound like a shell issue.

Would it help to also report it on Fedora bug tracker, since there arent much activity on this bug ...

(This also applies to other distros)

No. Unless it's a distro-specific issue (downstream patches etc.), upstream is the place to go ...
