How to reproduce this bug:

1. Enable: "Show all installed input sources" in gnoem-tweak-tool
2. In menu GNOME-SHELL menu select  System-Settings ->  Region Languages -> Input Sources
3. Select Slovak (qwerty)

You will see that in gnome-shell menu a keyboard indicator show a wrong layout (NULL, or "de' or 'es') instead of 'sk'
and really this layout does not works.

How to do layout working correctly:

1. Disable: Show all installed input sources = OFF;  in gnome-tweak-tool
2. restart gnome-shell and after add new layouts via gnome System-settings -> Region Languages -> Input Sources
3. Add Slovak (qwerty).

Now all layout show correctly and work OK.
