In empathy (Empathy 3.6.0.3) on Ubuntu 12.10 using gnome 3.6 I can no longer block spammers from MSN. I can decline their invite but I have no way to actually select to block them.

Can we not add this option back in again since it was working great in Ubuntu 12.04?

That's because we now use MSN's XMPP server instead of the old MSNP protocol. There are 2 issues here:
- MSN's XMPP server doesn't implement http://xmpp.org/extensions/xep-0191.html
- telepathy-gabble doesn't support this XEP either: https://bugs.freedesktop.org/show_bug.cgi?id=36804
