I've tried Ctrl+Z shortcut in Photoshop - it works, but in GIMP operations "Undo" and "Redo" available only through the main menu (Edit -> Undo and Edit -> Redo). Neither Ctrl+Z nor Ctrl+Y don't work.

Confirming this for GIMP 2.8.2 on Win 7, 32 bit and OS X Snow Leopard. 
I tested with Russian and Ukrainian (with respect to Olyas screenshots in bug #686850).
After switching the operating systems input language to RU or UK Ctrl+Z refuses working, although it's still shown as shortcut in the Edit menu and the keyboard shortcuts table.
Olya, can you please check whether your bug is a duplicate of the ones in comment#7? Thank you in advance.

May be, it depends on the computer settings, because on other computer it works on different language - EN and RU (I've try), but on my laptop it doesn't work even the language is English.
