How to reproduce:
1. Put some text on the image. This will create a new text layer.
2. Resize the text layer with 'Layer/Layer to image size'. Alternatively choose 'Image/Canvas Size…' and in the 'Resize layers' list select 'All'. The text layer will grow to image size.
3. Choose the text tool again to edit the text in the layer or to put new text on the image. 
4. Click on the text.

This should happen:
The 'Confirm Text Editing' dialog should appear in the foreground.

This actually happens:
The dialog pops up for a moment and immediately disappears in the background. It shortly appears when clicking on the layer, but is too far away from the mouse to be clicked. The user has to kick back the GIMP main window to see the dialog and choose an option.

It happens always.

Sometimes this also happens to some plugin dialogs from the 'Filters' menu.

No, it's Parthas build, which is native AFAIK.

I remember that XQuartz before 2.5 had similar problems. So I just tested with GIMP 2.8.2 on OS X Snow Leopard with XQuartz 2.7.1., but it still happens.

I just found out, that the plugin dialogs in Filters menu... and the Open PDF Image dialog are affected, too.

Just FYI:
I again did some investigation on this problem. At http://xquartz.macosforge.org/trac/ticket/316 I found a similar problem, that was fixed in XQuartz 2.5. So I tried again with XQuartz 2.5 and the current XQuartz 2.7.3. Both failed, i.e. the dialogs are still openend in background.

I've just attached a patch to https://bugzilla.gnome.org/show_bug.cgi?id=677776 which, AFAICS, fixes this issue too.
