Also, the gnome-control-center doesnt have a High Contrast icon for:

These are two separate bugs.

It's time for applications to ship symbolic variant of the app icon, indeed. But I'm not liking the idea of doing what the high contrast theme was going - shipping everything (and missing so many). Just like applications ship a tango styled app icon, it should be their responsibility to provide a symbolic variant.

I'm updating the title to address the other set of deficiencies which should be covered by the base theme.

The system settings panels have been added, including the additional wacom panel. Keeping open until rendered in gnome-themes-standard
